Database Description

The NSYEA database is an online database of initiatives promoting youth employment in the agri-food sector in Uganda. The initiatives are mapped against the thematic areas of the National Strategy for Youth Employment in Agriculture (NSYEA).

The database has the following objectives:

  • Show the 2019-2020 baseline mapping of initiatives directly or indirectly linked to the NSYEA implementation in all Ugandan districts;
  • Map the presence of private sector or cooperatives contributing to youth employment in the agri-food sector in all districts.
  • Contribute to enhancing coordination and establishing synergies on youth employment in the agri-food sector in Uganda
  • Identify eventual thematic of geographic response gaps that require filling.

The database gives an overview of multiple initiatives in all districts, including information on the jobs generated and type of contribution to the NSYEA thematic areas, namely: (i) strengthening the enabling environment for the youth employment; (ii) supporting youth-oriented agricultural extension; (iii) improving youth education and learning; (iv) supporting youth entrepreneurship; and (v) adaptation to and mitigation of agribusiness risks and uncertainties.

Background and methodology

Background

In 2017, the Ministry of Agriculture Animal Industry and Fisheries (MAAIF), with support from FAO’s project Integrated Country Approach (ICA) for boosting decent jobs for youth in the agri-food system, developed and approved the National Strategy for Youth Employment in Agriculture (NSYEA). Since the NSYEA approval, several actors have initiated to implement activities that directly contribute to the NSYEA.

In order to enhance the mapping of those activities as well as coordination, FAO has supported the setup of this NSYEA database to map and monitor the government, private sector, cooperative and development-supported interventions in place in all Ugandan districts that are directly contributing to the NSYEA implementation, including the number of beneficiaries, the type of support provided, the resources invested as well as job creation results and long term expected employment effects.

The Uganda National Farmers Federation (UNFFE) and ENSIBUUKO TECH Limited were selected as service providers to, respectively, conduct the baseline mapping of the strategy and organize it through a computer-based database and interactive maps. Finally, staff from the Consortium for enhancing University Responsiveness to Agribusiness Development Limited (CURAD) will support the development of the 2021-2022 NSYEA Action Plan and M&E Framework, which will both use the NSYEA database as baseline.

The database sits in UNFFEICT4Farmers system, hosted by UNFFE which will have the main institutional responsibility for coordinating its regular update.

Methodology:

Collection of information

For the 2020-2021 baseline, the information available in the database was collected through desk review, secondary data collection at national and district level, and interviews with the staff responsible for each intervention. Enumerators for the 2020-2021 data collection originated from UNFFE and the main two youth organizations in Uganda, namely the Young Farmers Champions Network (YOFCHAN) (Uganda) and the Young Farmer’s Federation of Uganda (UNYFA) (Uganda).

A dedicated online data collection tool was developed by ENSIBUUKO for both web and mobile. The mobile application enabled the collection of data in an offline environment to overcome the internet connectivity challenges in remote areas. The cycle of the update of the database is currently under discussion.

Classification of data

The database gives an overview of the type of support provided, jobs created and contribution to the NSYEA thematic areas. In particular, data are classified as follows:

  • Type of initiative, including:
    Lead institution, budget, district, beneficiary by age and gender, type of support provided, main effects on youth, NSYEA thematic area;
  • Agri-food enterprise, including:
    Type of enterprise; type of business and services, node of the value chain, number and characteristics of employees);
  • Cooperative, including:
    Type of cooperative, jobs generated, type of business and services, node of the value chain, number and characteristics of employees;
  • Youth groups, including:
    Name of group, type of business, products and services, node of value chain, employees by age and gender; and
  • Youth agripreneurs, including:
    Name of business and agripreneuer, type of business, products and services, node of the value chain, employees by age and gender, training and/or mentorship of other youth.

Information is available for all districts.

Coverage and Expansion: Coverage and Expansion: The Database will be expanded and updated regularly. The initial set of initiatives covered reflects a prioritization developed on the basis of the following criteria; impact of initiatives in the community in terms of number of youths supported and the effect of the initiative on changing the lives of the youths in communities. As for cooperatives and enterprises, they were selected on the basis of their active performance in the district as was recommended by District Commercial Officers (DCOs) and District Community Development Officers (DCDOs).
